On November 30, at the second international BIM forum “BIM2UKRAINE. STEP2”, they told what changes await urban planning activities.
Deputy Minister of Community and Territorial Development of Ukraine Natalia Kozlovska spoke in detail about the innovations that await the construction sector after the adoption of Bill No. 5877 “On Amendments to the Code of Administrative Offenses and the Code of Civil Code of Ukraine regarding Strengthening Responsibility in the Sphere of Urban Planning Activities.”
What will change:
— the process of passing permitting documentation will continue to be digitalized and most approvals will be automated;
— expert organizations will receive more powers and responsibilities: the expertise will check all necessary conditions and restrictions regarding the construction of facilities;
— some types of preparatory work will be divided, for example, such a type of work as demolition will be separated;
— local governments or private legal entities will monitor the progress of construction, and the construction customer will be able to choose the controller;
— new facilities will be put into operation automatically, but for this, their readiness certificates must be signed electronically by all participants in the process;
— The UDESSB will provide the ability to keep a technical inspection journal in electronic form.
Natalia Kozlovska emphasized that this bill will significantly strengthen the responsibility of signatories for putting facilities into operation.
Control over the construction situation in the territories of the AHs will be entrusted to local self-government bodies. They will monitor which facilities are being built in them. They will also check them for the presence of permitting documentation in the Unified State Register of Construction and Housing Construction.
Thus, self-built structures will be identified. It is possible that local governments will be given the authority to demolish them.
The Ministry of Regional Development reserves only the supervisory function. It will probably be carried out by the Urban Planning Chamber, which will consist of market entities and state representatives. Such a system already operates in the Ministry of Justice.
The Ministry of Culture will only provide approval for scientific and design documentation for facilities. It will not approve construction permits.
The official also spoke separately about scientific and technical support for construction. This is a service that helps solve architectural, planning, engineering and technological problems that arise at all stages of the life cycle of a building or structure. The decision on scientific and technical support is made by the construction customer, owner or manager. The procedure for its implementation is established by the Ministry of Regional Development.
“All innovations will come into effect in about six months,” says the official.
According to her, in 5 years, a new requirement for the design of SS2 and SS3 facilities, which are being built with budget funds, will come into force in this law. Design documentation for such facilities will be developed using building information modeling (BIM).
Therefore, the Alliance has chosen BIM as one of the priority areas in its activities for the coming years.
