The Verkhovna Rada approved in the first reading a draft law aimed at implementing in Ukraine the European Union regulation on the quality of construction products
276 people’s deputies voted for the adoption of the relevant bill No. 2698 “On the provision of construction products on the market” with the required minimum of 226 votes.
As Olena Shuliak, deputy head of the Parliamentary Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, noted in her speech, mandatory certification of building materials has been canceled since 2018 in Ukraine, which has led to the appearance on the market of not only low-quality goods, but also fakes and fakes. Therefore, this bill is aimed at correcting this situation by introducing European quality standards for construction products.
“At one time, Ukraine assumed the obligations stipulated in the Association Agreement with the EU, and paragraph 56 stipulates the implementation of the 305th European regulation and its introduction on the territory of our country. This European regulation imposes an obligation on manufacturers to declare the technical characteristics of their products and to be responsible for the goods placed on the market,” she said.
According to her, the adoption of the bill is the first step towards further “industrial visa-free travel” (ACAA Agreement), which will allow Ukrainian goods to gain free access to European and world markets.
The explanatory note to the bill states that the bill proposes to establish a range of obligations for market participants; to determine the principles of declaring technical indicators of construction products; to introduce mechanisms for determining technical indicators of essential characteristics.
