On May 19, the Verkhovna Rada adopted by 227 votes the draft law No. 2680, which provides for a simplified procedure for starting major repairs and reconstruction of roads with medium (CC2) or significant (CC3) classes of consequences or subject to environmental impact assessment

The new procedure eliminates the need to obtain permits for the relevant construction works, allowing companies to only notify state authorities about the start of construction.

According to current legislation, the implementation of the specified categories of construction works must be coordinated with the state bodies of architectural and construction control. After registration of the application, the permit must be issued within 10 working days. An exception to this norm will create favorable conditions for improving the condition of roads in Ukraine, the explanatory note to the bill says.

In addition, the bill proposes to cancel the need to coordinate with the chief architect the urban planning and architectural design solution of objects located in the historical part of the city, historical areas, on highways and squares of city-wide importance, provided for by the law “On Architectural Activity”.

As noted, these requirements contradict Art. 7 of the same law, which states that project documentation for the construction of facilities, developed in accordance with urban planning conditions and restrictions on development, is not subject to approval by executive authorities, local governments, cultural heritage protection authorities, the state sanitary and epidemiological service, and environmental protection authorities.
