The Cabinet of Ministers will initiate the cancellation of the procedure for issuing construction permits and will introduce state control at the stage of putting the facility into operation
This was stated by Prime Minister Denys Shmyhal during an away government meeting on March 13.
“A permit before the start of construction is, of course, nonsense. All participants in the construction market are talking about this. This permit must be canceled, and we are moving towards this. The only checkpoint that the state will control is the commissioning of a building, structure, object and its compliance with norms, parameters, DBN (state construction standards – author) and all legislative requirements,” Shmyhal emphasized.
He noted that instead, the government will introduce personal — property and criminal — liability of all participants in the process for the quality of construction and the facility’s compliance with all prescribed requirements. According to the Prime Minister, the procedure for issuing permits before the start of construction will operate in Ukraine until relevant changes are made to the legislation.
In addition, Shmyhal noted, the government will also introduce liability insurance in the construction industry: certified and certified persons, the customer to third parties for damages caused by construction, as well as the contractor (life and health of workers, operation of dangerous mechanisms).
Shmyhal informed that the government is also working on a new register of construction activities and a single portal where information about all construction sites in Ukraine will be collected. It is planned that each construction site will be assigned an identification number, to which all data about it will be tied.
