In 2020, the Ministry of Regional Development plans to draw up a plan for the gradual introduction of BIM technologies in construction into Ukrainian realities. The possibility of introducing information modeling in construction in projects commissioned by the state will also be considered.
This was announced by the Minister of Community and Territorial Development of Ukraine, Alena Babak, during the scientific and technical conference “New Technologies in Construction. BIM. Experience and Prospects for the Implementation of Construction Information Technologies.”
According to her, next year, the funds of the State Regional Development Fund will primarily be directed to the implementation of regional development projects. “We expect that among the projects submitted by the territorial communities there will be not only small projects for thermal modernization or major repairs, but also projects aimed at the development of regions.
For example, the construction of a modern perinatal center, hospital, tourist complex, etc. And it is such projects that can become pilots for the possible implementation of information modeling in construction. And although there are currently certain difficulties with the introduction of BIM, we would like to try to test them,” said Alyona Babak.
The Minister emphasized that next year, the state budget provides UAH 4.3 billion for the Energy Efficiency Fund, which should direct funds to the thermal modernization of buildings.
Also, more than UAH 12 billion is allocated in the budget of the Ministry of Regional Development for regional development projects. And all these projects can be called state order projects. “The state must support the implementation of all these projects and provides for a sufficiently large amount of funding. “At the same time, it is extremely difficult to determine the expediency and optimality of spending public funds on certain projects. Because we do not use such modern technologies as BIM,” she noted.
“We also lack the practice of taking into account the life cycle cost of facilities; the operating costs of the facility are not taken into account at all when planning. But this is an extremely important aspect of the feasibility of a particular technical or construction solution.
For example, there are many investors in the world who offer certain waste management technologies. At the same time, we do not understand which technologies are more appropriate to choose: incineration or recycling, etc. In fact, the problem is that there should be an information model that will show us the entire life cycle of the facility’s operation – from construction to operation. And only on the basis of such modeling can a more acceptable investment decision be determined,” the Minister said.
Alena Babak noted that information modeling tools will be useful not only in construction:
“If we look at all the policies that the Ministry of Regional Development forms and implements, we can use BIM tools almost everywhere. This includes housing policy, comprehensive solutions for reforming the housing and utilities sector, a large number of water projects, and projects related to energy efficiency in buildings.”
