The Ministry of Community and Territorial Development of Ukraine, together with the State Emergency Service of Ukraine, is updating state building standards regarding the composition and content of the section on engineering and technical measures for civil protection in urban planning documentation

Currently, the first edition of the draft state building standards to replace DBN B.1.1-5:2007 “Composition, content, procedure for development, coordination and approval of the section on engineering and technical measures of civil protection (civil defense) in urban planning documentation” (parts one and two) has been published for review on the website of the Ministry of Regional Development at the link .

The basis for the development of the draft DBN B.1.1-5:20XX “Composition and content of the section on engineering and technical measures of civil protection in urban planning documentation” is the outdated requirements of DBN B.1.1-5:2007, which do not reflect modern principles and approaches to the formation of urban planning documentation, as well as inconsistency with the Law of Ukraine “On Building Norms” and “On Regulation of Urban Planning Activities.”

During the development of the draft DBN, the following was provided:

  • creation of a technical regulatory act that improves the implementation of the section on civil protection engineering and technical measures (CPR) in urban planning documentation by combining the requirements of the first and second parts of DBN B.1.1-5:2007.
  • definition of requirements for the composition and content of the CPR section of the general territorial planning scheme of Ukraine, the territorial planning scheme of the territorial community, as well as the detailed plan of the territory;
  • updating and bringing into line with current legislation and other building codes, individual terms and definitions, as well as individual requirements currently established by DBN B.1.1-5:2007;
  • detailing the requirements for the CPR section for each type of urban planning documentation, eliminating inconsistencies and discrepancies identified during the implementation of the provisions of DBN B.1.1-5:2007 in practice;

The draft building codes were developed by the Ukrainian Research Institute of Civil Protection (UkrRDICZ).
