At its meeting on August 26, the Cabinet of Ministers of Ukraine made amendments to the Procedure for Approval of Construction Projects and Conducting Their Expertise, which regulate issues related to the introduction of the Unified State Electronic System in the Construction Sector
Therefore, the resolution “On Amendments to the Procedure for Approval of Construction Projects and Conducting Their Expertise” establishes the obligation to enter data into the Register of Construction Activities on information about expert organizations and expert reports (with annexes on the results of the expert examination of construction projects), and to conclude contracts between the customer and the expert organization via an electronic account.
The terms “positive” and “negative” expert report are also introduced, where only a positive report is the basis for approval or rejection of construction projects.
In addition, the changes provide for the possibility of approving construction projects by executive committees of village, settlement, and city councils for facilities with a total estimated cost of up to UAH 120 million (in the absence of enterprises, institutions, and organizations to which the functions of the customer can be delegated) and by operators of the transmission system or gas transportation system, regardless of the cost of construction projects in accordance with the requirements of current legislation.
As Ukrinform reported, in July 2020, the first stage of the Unified State Electronic System in the Field of Construction (http://e-construction.gov.ua/) was launched in Ukraine.
It is planned that the portal will provide open access to information from the new Register of Construction Activities, as well as up-to-date statistics on the services provided. In addition, the website will offer online consultation via a chatbot and a calculator to determine the impact class (level of potential danger to human health and life) of buildings.
