The digitalization of the construction industry is being implemented no less actively at the state level.
In particular, the Ministry of Regional Development is already testing the first stage of the Unified State Electronic System in the field of construction.
“The testing is taking place as part of a pilot project to implement the first stage of the Unified State Electronic System in the construction sector. In cooperation with the Ministry of Digital Affairs and with the support of international partners, we are working on filling the Portal of the electronic system, which should be operational on a permanent basis from December 1 of this year. As many modern services as possible should be converted to digital format and prove that transparent conditions in the construction sector are mandatory rules today,” emphasized the Minister of Community and Territorial Development of Ukraine Oleksiy Chernyshov.
The primary authentication of responsible performers of certain types of works (services) related to the creation of architectural objects was carried out during registration in electronic offices with the involvement of self-regulatory organizations in the field of architectural activity.
The Ministry of Regional Development also held online conferences with the participation of several thousand employees of authorized urban planning and architecture bodies. Participants received methodological recommendations on the implementation of the Unified State Electronic System in the field of construction and filling in the Register of Construction Activities.
The Register includes information on urban planning conditions and restrictions, construction passports, information on persons who have received a qualification certificate, project documentation, reports on the results of the examination of project documentation for the construction of objects, documents that give the right to perform preparatory and construction work, certify the acceptance of completed construction objects into operation.
Automated electronic consultation is carried out in real time on the provision of administrative services in the field of construction and the implementation of state architectural and construction control measures.
The pilot project will be valid until November 30, 2020. Access to information contained in the Electronic System is free of charge.

Work on the project continues in fruitful cooperation between the Ministry of Regional Development and the Ministry of Digital Economy, with the support of the USAID/UK aid project “Transparency and Accountability in Public Administration and Services/TAPAS”
