The Alliance held an open meeting of the Supreme Council of Expert Organizations of the Construction Industry

On December 21, an open meeting of the Supreme Council of Expert Organizations of the Construction Industry was held at the InterContinental Kyiv Hotel. The event was organized by the National Expert Construction Alliance of Ukraine.

According to Viktor Leshchynsky, president of NEBAU and the Win Experts group of companies, representatives of expert, design and construction organizations, executive authorities, specialized public associations, and deputies were invited to the meeting:

“Such events are very important. That is why we hold them several times a year. The Supreme Council of Experts of the Construction Industry is trying to unite to improve the quality of the expertise, the construction itself, and the saving of budget funds. The expert environment has already become a powerful voice for the country and the customer to receive a higher quality product.”

He also added that all the Alliance’s achievements are being implemented in a timely manner through state authorities. For example, now the submission of documentation is carried out through the “Diya” system.

And this has maximally removed the human factor when making decisions by DIAM employees in construction permit documentation. In addition, expert organizations cannot falsify reports, since all expert signatures have been converted to digital format.

The event also paid attention to the important issue of control and quality of construction work carried out using the state budget and the role of the expert community in this process.

Head of the Open Data Department of the NGO “CoST Ukraine” Tetyana Lutay conducted an analysis of construction in the road sector of Ukraine for the 1st-3rd quarters of 2021.

Leading researcher at the Criminal Procedure Center of the National Academy of Legal Sciences of Ukraine, Candidate of Law, Artem Samorodov, spoke about important decisions of the Supreme Court and current judicial practice regarding the mandatory appointment of an expert examination:

“The state and higher judicial bodies recognize the importance of professional expert opinion in cases that were previously beyond the attention of the expert community. Thus, we have a strengthening of the role of representatives of the expert and construction industries in resolving a wide range of issues. Therefore, such measures are crucial for coordinating joint efforts in building a strong state and professional organizations.”

The President of the Ukrainian Association of Project Organizations, Vadym Oliynyk, focused on the issue of legislative changes (changes to the Civil Code of Ukraine, draft law No. 6422 on the alienation of land plots and other real estate for public needs).

And Oleg Borisov, Deputy Chairman of the Trade Union of Construction and Building Materials Industry Workers of Ukraine, voiced the main trends in the development of the industry in 2021, in particular in the examination of construction projects.

The meeting participants summed up the work for 2021 and exchanged views on the future of the industry. They also planned areas of activity for the current year.
