Over the past four years, the Prozorro public procurement system has saved Ukrainian taxpayers 100 billion hryvnias. This was reported on the Prozorro website

The savings rate is calculated as the difference between the initial purchase price and the amount of the signed contract after the auction.

In monetary terms, the largest savings were made in Kyiv (45.5 billion), Lviv (5.7 billion), Dnipropetrovsk (5.1 billion), Kharkiv (4.5 billion) and Odessa (3.8 billion) regions. This is largely due to the larger number of state institutions in these regions and, accordingly, the larger volume of procurement, the report says.

If we calculate the savings in percentage terms as the difference between the initial cost of all procurements in the region and the signed contracts after the auction results, the most economical regions were Ternopil (10.6%), Chernivtsi (6.59%), Ivano-Frankivsk (6.52%), Zhytomyr (6.15%) and Lviv (6.05%).

Currently, more than 200 thousand entrepreneurs are registered in the system. About 90% of enterprises registered in Prozorro are small and medium-sized businesses. The total number of bids since the system was launched exceeds 4 million.

Recall that from April 19, 2020, a new version of the law on public procurement comes into force, which provides for increased liability for violations in procurement and fines from UAH 25,000 for purchasers to UAH 170,000 for heads of state institutions.
