On July 1, the Government adopted a resolution “On the implementation of a pilot project on the introduction of the first stage of the Unified State Electronic System in the field of construction”

This document was jointly developed by the Ministry of Digital and the Ministry of Regional Development.

The draft resolution approved the Procedure for maintaining the first stage of the Unified State Electronic System in the field of construction during the implementation of the pilot project, which determines the mechanisms for the functioning of the first stage of the Unified State Electronic System in the field of construction (hereinafter referred to as the Electronic System), in order to ensure the creation, review, sending, acceptance, collection, entry, accumulation, processing, use, consideration, storage, protection, accounting and provision of information in the field of construction, as well as the procedure for electronic interaction between individuals and legal entities, state bodies, local self-government bodies, administrative service centers, in order to receive the services specified in this Procedure in the field of construction for the period of the pilot project.

The pilot project provides for the creation and entry of information into the Register of Construction Activities of the First Stage of the Unified State Electronic System in the Field of Construction.

The project will be operational from July 6 to November 30, 2020. The Electronic System should be operational on a permanent basis from December 1, 2020, in accordance with the provisions of Law No. 199.

In particular, it is planned to enter into the Unified State Register of Construction and Construction Works information on documents that give the right to perform preparatory/construction works, certify the acceptance into operation of completed construction facilities, on urban planning conditions and restrictions, construction passports, on persons who have received a qualification certificate, on project documentation, reports on the results of the examination of project documentation for the construction of facilities, etc.

Yes, starting from July 1, 2020, all urban planning and architecture authorities must submit graphic materials from construction passports and urban planning conditions and restrictions to the Unified State Register of Urban Planning and Construction!

It is also recommended that urban planning and architecture authorities ensure that urban planning conditions and restrictions, construction passports issued before the introduction of such an electronic system are included in the first stage of the Unified State Electronic System in the field of construction.

The document contains an extremely important appendix – a Table of the ratio of intended purpose, lists of functional zoning of territories, and a classifier of buildings and structures!

And another important addition is the List of criteria for automatic checks.

The document also amends a number of Resolutions of the Cabinet of Ministers of Ukraine:

  • to the Procedure for acceptance into operation of completed construction facilities, approved by the resolution of the Cabinet of Ministers of Ukraine dated 13.04.2011 No. 461 “Issues of acceptance into operation of completed construction facilities”;
  • to the Procedure for performing preparatory and construction works, approved by the resolution of the Cabinet of Ministers of Ukraine dated 13.04.2011 No. 466 “Some issues of performing preparatory and construction works”;
  • to the Procedure for approving construction projects and conducting their examination, approved by the resolution of the Cabinet of Ministers of Ukraine dated 11.02.2011 No. 560;
  • to the resolution of the Cabinet of Ministers of Ukraine dated 23.05.2011 No. 554 “Some issues of professional certification of responsible performers of certain types of work (services) related to the creation of architectural objects”.

The document also approved the Procedure for conducting a pilot project for the first stage of the EUDESSS and the Procedure for introducing the first stage of the EUDESSS.
