The Cabinet of Ministers of Ukraine, at its meeting on July 1, supported the implementation of the pilot project of the Unified State Electronic System in the field of construction
As noted by the Prime Minister of Ukraine Denys Shmyhal, this is a truly revolutionary project, which has been in the works for more than one month.
“The result of this project will be tangible for everyone, because we will get a transparent system where the responsible developer receives documents in the electronic system, and the investor will be able to see at what stage the construction is. The system, in addition to convenience and elimination of the corruption component, should ideally create a situation where a Ukrainian will not be afraid to buy new housing. Because it will be transparent, object-oriented and protected by the state,” said Denys Shmyhal.
Presenting the Unified Electronic System project, Deputy Prime Minister and Minister of Digital Transformation of Ukraine Mykhailo Fedorov noted:
“Unfortunately, for a long time, a significant tool of corruption in the field of urban development was the so-called DABI register, which neither physically nor legally belonged to the state.
In addition, the register allowed unauthorized access by private individuals, contained hidden scripts aimed at implementing corruption mechanisms, had very low data quality, and did not contain a single identifier for the construction object.
That is why one of the key elements of the reform is the introduction of a single state electronic system in the field of construction, which aims to maximize the automation of all processes in the industry.”
According to him, “the main idea of the system is that all documents for each object should be created in the system itself. This will allow both to systematize data and to make this process completely transparent.”
The implementation of this project involves:
the creation of a modern construction register with full access to all data;
the provision of automatic administrative services without the participation of officials, which will lead to a reduction in the terms of providing such services and an increase in their quality;
reducing corruption risks, etc.
The project aims to achieve maximum automation and transparency of all processes in the construction industry.
According to the Ministry of Digital Transformation, in total, more than 60 thousand people will be connected to the system, including architects, certified persons, local governments, etc., who will have access exclusively by electronic signature.
