The Ministry of Regional Development is implementing systemic, comprehensive changes in the field of technical regulation and regulatory support in construction

For a long time, technical regulation in construction in Ukraine, in particular, the updating of the DBN and standards, was characterized by the lack of a comprehensive approach, which led to the fragmentation and fragmentation of the currently existing regulatory framework in construction.

Therefore, the Ministry has currently developed a draft Concept for the Development of the Technical Regulation and Regulatory Support System in Construction in Ukraine. It is planned to implement it by 2031.

In this Concept, the Ministry of Regional Development set the goal of defining the main principles for creating an effective and efficient technical regulation system that will correspond to the European one.

“The proposed approach involves a complete update of the current DBN, which will be focused on the parametric method of standardization, ensuring inclusiveness, innovative innovations, and will take into account the implementation of BIM technology and the life cycle of a construction object – “from design to liquidation,” notes the Minister of Community and Territorial Development Oleksiy Chernyshov.

In addition, within 10 years, it is planned to adopt in Ukraine, as national, at least 90% of European standards for construction products.

After the Government approves the Concept, an action plan will be developed for its implementation.

The draft Concept is posted on the website of the Ministry of Regional Development for discussion.
