The Rada adopted in the first reading and as a basis a draft law, according to which a new General Planning Scheme for Ukraine’s territory will be developed.
It will be based on the use of modern geoinformation technologies and will create conditions for the sustainable development of the territories and settlements of the state.
The General Plan for the Territory of Ukraine is the primary planning document of our state and the top of the pyramid of urban planning documentation. The quality of design solutions of other types of urban planning documentation depends on the relevance of its provisions.
The General Plan for the Territory of Ukraine determines conceptual solutions for planning and using the territory of our state, provides for the rational use of its territory, the creation and maintenance of a full-fledged living environment, environmental protection, historical and cultural monuments, and the definition of state priorities for the development of settlement systems, social and engineering and transport infrastructure.
The existing General Plan for the Territory of Ukraine, developed in the period 1998-2000 and approved in 2002, was intended for use exclusively on paper.
The established deadline for the implementation of the existing General Plan, which was the first experience of creating such a document in our country, is now expiring.
Over the 20 years since its creation, the country’s economy has changed, new promising areas have appeared, people’s needs have changed, and European integration processes have gained special importance. Therefore, the Ministry of Community and Territorial Development of Ukraine is faced with the task of developing a fundamentally new status, content, and form of territorial planning documentation at the state level.
In order to effectively fulfill this task, the Ministry of Regional Development, the Committee of the Verkhovna Rada of Ukraine on the Organization of State Power, Local Self-Government, Regional Development, and Urban Planning, as well as scientists, developed a draft Law of Ukraine “On Amendments to the Law of Ukraine “On Regulation of Urban Planning Activities” Regarding the General Scheme of Territorial Planning of Ukraine” (registration number 3337 dated 04/14/2020). On February 3, the parliament adopted this document in the first reading and as a basis.
“The adoption of the draft law will create a regulatory basis for the development and implementation of a new General Scheme for the Planning of the Territory of Ukraine based on leading geoinformation technologies, forming a framework for a national geoinformation system for coordinated and transparent state management,” emphasizes the Minister of Community and Territorial Development Oleksiy Chernyshov.
The new General Scheme will become the basis for the development of urban planning documentation in the territories of regions, districts, territorial communities and settlements. All these design decisions will be coordinated with each other.
It is important that the adopted draft law empowers the Cabinet of Ministers to make decisions on the development of the General Scheme for the Planning of the Territory of Ukraine and its approval.
At the same time, the Ministry of Regional Development is designated as the body that is the customer and organizes the development of the General Scheme and amendments to it.
