After the liquidation of DABI, obtaining permits will become easier for representatives of the construction industry, and the process itself will change
This was stated by the head of the State Urban Planning Service, Oleksiy Bashkirov.
“There has already been such a concept as a checklist. It provides an exhaustive list of documents for the developer, which significantly facilitates the process of obtaining permits to begin construction work and put the facility into operation,” Bashkirov noted.
He also emphasized that the priority of the reform is decentralization and that it was supported by business at a meeting with the Prime Minister last week.
“According to our plan, local governments will be engaged in permitting and registration functions, and ATCs will also take them on. The State Service will have its own territorial bodies, where you can always get convenient advice if you have questions about documents. And the consideration period has generally been reduced to 5 days,” Bashkirov noted.
The Head of the State Service added that it is important for business to introduce the principle of alternativeness in the selection of bodies for obtaining permits into the new legislation on urban development regulation.
“Representatives of the industry want to choose – to receive permits from the State Service, territorial bodies, or local government bodies. We also advocate this principle,” said Bashkirov.
Meanwhile, we note that DABI is no longer fulfilling its functions, and the new bodies have not yet begun full-fledged work, and there is real chaos in the construction sector.
For example, the Berdyansk authorities complain that due to the reform DABI cannot influence illegal construction. In a building located in the historical area of the city, without any documents and in violation of all architectural norms, an incomprehensible attic is being built.
In particular, taking advantage of the fact that DABI is in the process of reorganization, some citizens allow themselves such things.
