The Government Portal published the Resolution “Some Issues of Ensuring the Functioning of the Unified State Electronic System in the Field of Construction”, which approves the Procedure for Maintaining the Unified State Electronic System in the Field of Construction (UESESSB)
This concerns the establishment of uniform standards for the creation of electronic documents, as well as the receipt of electronic administrative and other services in the construction sector.
According to the Deputy Minister of Community and Territorial Development of Ukraine Natalia Kozlovska, the unified Procedure for maintaining the Unified State Register of Construction and Housing Construction will reduce the administrative burden and simplify the process of obtaining services in the construction sector. It will also be possible to simultaneously verify and check information when interacting with other electronic registers.
The resolution also amends some legislative acts. In particular, the Procedure provides for requirements regarding:
- entering information and data into the electronic system by users within the limits of their powers defined by law and in accordance with the access rights of users;
- automatic analysis of the entered data for their completeness, format compliance, logic and reliability in submitted electronic documents for obtaining administrative services and other services in the construction sector, and in the information entered into the electronic system;
- automatic control over the completeness and confirmation of the integrity of electronic documents;
- procedures and measures for controlling and verifying information, monitoring changes in individual information, protecting information and software, including from unauthorized access.
