On May 26, the first online meeting of the Working Group on Regulatory and Methodological Support for Expert Activities was held, which included representatives of organizations engaged in the examination of construction projects, people’s deputies of Ukraine – members of the profile committee, and the chairman of the Public Council under the Ministry of Community and Territorial Development of Ukraine

The initiative to create the Working Group belongs to the National Expert Construction Alliance of Ukraine.

And during the Annual Council of Experts of the Construction Industry, held on February 27, 2020 in Kyiv, this initiative was supported by other representatives of the expert community.

The main tasks of the Working Group include resolving problematic issues of conducting an examination of construction projects, developing and adopting new standards for the work of the examination, and educational activities in the market to improve the quality of design.

The first meeting of the Working Group was mainly devoted to the issue of digital transformation of the expert industry.

Alliance President Viktor Leshchynsky stressed the need for expert organizations to maximally implement digital technologies in their activities. As the quarantine in which the world is still in has shown, digitalization is the need of the hour.

The Executive Director of the Alliance, Oleksandr Petushkov, presented the first practical mechanisms for converting expert opinions into digital format to the participants of the working group.

Already in June, the Alliance will provide expert organizations with two mechanisms for use: applying a digital signature and seal of an expert to expert reports and a system for protecting expert opinions using unique DataMatrix codes using Blockchain technology.

It is planned that later, within the framework of the Working Group, legislative initiatives will be developed for the further implementation and improvement of the sphere of digital transformation, namely the field of expertise in construction.

In addition, during the meeting, the issue of the need for legislative initiatives in the sphere of BIM implementation in the sphere of expertise was raised.

In particular, it is necessary to implement a systematic approach to the culture of BIM design both among designers and operation services, and in the academic environment. This was stated by the participant of the Working Group, leading design engineer of the Ministry of Construction, Maksym But.

The All-Ukrainian online marathon “State and Prospects for the Development of the Construction Industry 2020” will start on June 15, in which experts from the National Expert Construction Alliance of Ukraine will take direct part.

This was explained in detail by the main organizer, Pavlo Mihaylidi, Chairman of the Public Council under the Ministry of Community and Territorial Development of Ukraine.

The next meeting of the Working Group will be held in mid-July. The date and agenda will be announced in the near future.
