Viktor Leshchynsky: A country should not exist, but live and develop

President of the National Expert Construction Alliance of Ukraine Viktor Leshchynsky took part in a live broadcast on the Rada channel

We talked about pressing issues in the construction industry that concern almost every Ukrainian.

In particular, it was about safety at construction sites and the safety of already completed facilities.

— Trying to reduce the cost of a square meter, contractors often save on safety and wages of builders, which negatively affects both the construction process and the quality of finished facilities, — emphasized Viktor Leshchynsky. — Regarding the safety of buildings and structures that have been in operation for a long time, there is a problem of the lack of a single database of the condition of housing and infrastructure facilities. Such a database must be created by conducting a nationwide audit. And this responsibility must be placed on local governments. The state must provide a legislative framework and targeted support.

Viktor Leshchynsky emphasized that outdated housing must be inspected every two years, and new housing – every five.

In his opinion, foreign investors will come only when there is a single map of all real estate in Ukraine. It is also necessary to create a development plan for the state for at least 30 years ahead, as other developed countries, for example, China, do.

Viktor Leshchynsky also spoke about the problem of unfinished buildings and affected investors who never received their long-awaited housing. This issue can be solved by introducing a system of insurance of investors’ interests, which should be enshrined in law.

The Alliance President also touched upon the issue of renovation of old housing, since there is currently no legislative framework for its implementation. According to Viktor Leshchynsky, it is necessary to launch several pilot projects on renovation of old housing in individual cities of Ukraine in order to establish this mechanism.
