Working on the development of a practical mechanism for converting expert opinions into digital format, the National Expert Construction Alliance of Ukraine requested the V.M. Koretsky Institute of State and Law of the NAS of Ukraine to conduct a legal expert study and provide an expert opinion on this issue

The impetus for this was the situation when the country was in quarantine, public transport was stopped, and collecting many expert signatures on the expert report turned into a long and complicated procedure that delayed the provision of this service to clients.

The general conclusion of the expert legal study conducted by this respected institution was the following:

1) The conversion of a paper document into electronic form and its further use, the provision of copies thereof to regulatory authorities and relevant authorities is legal and complies with the current legislation of Ukraine.

2) An expert report in the form of an electronic document, signed with a qualified electronic signature with the addition of a qualified electronic seal, has the necessary legal force determined for this category of document.

3) The use of an electronic signature and electronic seal by the chief expert of the project, responsible experts and the head of the expert organization on expert reports and annexes thereto is lawful and carried out in accordance with the procedure provided for by the current legislation of Ukraine.

Therefore, the use of a modern and convenient mechanism for applying an electronic signature and seal to a document, which allows saving time and effort of all participants involved in its creation, is lawful and lawful.
