Ukraine plans to sign an agreement with the World Bank to finance 600 comprehensive community spatial development plans. Communities must prepare them by 2024.
This was announced by Deputy Minister of Community and Territorial Development Vyacheslav Negoda during the presentation of expert recommendations “How communities can manage their territory in the conditions of the land market: 7 important steps.”
Ukraine expects the World Bank to provide such support through its main lending institution, the International Bank for Reconstruction and Development.
According to the Deputy Minister, the Ministry of Regional Development is working to ensure that local governments have access to various sources of financing for the development of territorial development plans. In particular, the Cabinet of Ministers is considering a draft resolution on providing local communities with a state subsidy for the preparation of comprehensive spatial development plans.
Communities that expect to receive a subsidy should begin preparatory work now.
“Self-government bodies of territorial communities must realize that without modern urban planning documentation, no investor will come to them and no development of territories is possible,” emphasized Negoda.
He specified that the preparation of comprehensive spatial development plans should be preceded by an inventory of all lands, registration of property rights, entry of all necessary information into registers, and plotting data on electronic maps.
