The Unified State Open Data Web Portal publishes data from the Unified Register of Documents that give the right to perform preparatory and construction work and certify the acceptance into operation of completed construction facilities, information on returns for revision, refusal to issue, cancellation and annulment of the specified documents (the administrator of which is currently the State Agency for Construction and Building of Ukraine).

The specified data was previously available on the DABI website, but not in full. The specified dataset is not yet complete, but it is already the first major step towards full disclosure of information. In particular, from now on you can freely obtain information about cadastral numbers of land plots, as well as about the addresses of objects.

On June 5, 2019, Resolution No. 409 “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine on Open Data” came into force, which amended Resolution No. 835 of the Cabinet of Ministers of Ukraine dated October 21, 2015 and Resolution No. 867 of the Cabinet of Ministers of Ukraine dated November 30, 2016, due to the development of the field of open data in Ukraine.

The resolution was published on June 5, 2019. The number of mandatory data sets has increased from 616 to 878. However, compared to the version of the resolution published on the CMU website on April 17, 2019, the number of sets has decreased.

In a broad sense, open data is information that anyone has access to and that anyone can use and distribute for any needs.

However, the current legislation of Ukraine uses a different term: public information in the form of open data is public information in a format that allows its automated processing by electronic means, free and free access to it, as well as its further use. Open data is “characterized”, in particular:

  • constant online availability around the clock (current Ukrainian legislation provides for the possibility of temporary data unavailability);
  • the absence of passwords or other restrictions on access levels;
  • free and anonymous provision and use;
  • machine-readable format;
  • API availability for distribution and use on third-party platforms.

The publication of the dataset provides for the possibility of viewing and downloading it free of charge and without additional registration, identification, authorization, passing an automated test to distinguish users or other restrictions.
