Minister of Community and Territorial Development of Ukraine Alena Babak presented the ministry’s activity plan for 2019-2024
In particular, the ministry is preparing a Concept of State Housing Policy, which will determine priorities and specific steps to address the systemic problem of providing housing to people in need.
It also requires a solution to the issue of ensuring the right to housing for residents of dormitories. In addition, the minister noted that in 2020 it is necessary to begin to address the issue of determining the owner of the adjacent territory of apartment buildings, since the right to housing is inextricably linked to the right to land ownership.
Part of the concept of housing policy will consist of steps to address the complex problem of outdated housing stock.
Another priority is the introduction of extended producer responsibility in household waste management.
For this, the country needs a law that would introduce the principle of extended producer responsibility in the management of household waste, and manufacturers of containers and packaging would actually have to install containers for separate collection at their own expense, pay for their removal under agreements with local governments, and send them for recycling.
Transferring the authority to regulate tariffs to the community level is also one of the tasks of the ministry. To reduce utility bills through energy efficiency measures, the state offers Ukrainians, as co-owners, to use the Energy Efficiency Fund, which is an instrument of state support.
