Oleksiy Chernyshov, Minister of Community and Territorial Development of Ukraine, commented on the issue of regulating construction during quarantine on his Facebook page

According to him, a roadmap for the construction industry is currently being developed

“The Ministry of Regional Development has received an appeal from the largest developers regarding the regulation of the issue of continuing construction during quarantine.

The world’s economy is rapidly changing every day under the pressure of the coronavirus. The epicenter of the pandemic has moved from Asia to Europe and the USA, and today the governments of the countries are faced with the most difficult choice: how to act with the least losses regarding industry and construction? After all, all these actions will cause long-term damage to the global economy.

I drew attention to these articles in the Financial Times: in Europe, difficult negotiations are underway between governments and workers, trade unions and doctors regarding the future fate of the construction industry. Thus, in France, the industry employs more than one and a half million workers, and development is critically important for the country. In Sweden, there are some of the most heated debates on this topic: businessmen, scientists and journalists argue whether the measures aimed at combating the virus are worth the economic damage they cause.

UK developers have complained that the government’s position on the closure of construction sites was not clear enough. In Spain, where construction and sales of goods, from mattresses to sports equipment, do not stop, the movement to stop such sales has caused opposition in certain regions.

But we are with you in Ukraine. What should be done with construction in our country during a pandemic? Let’s think about it. A balanced approach is needed: it is impossible to stop completely, because the consequences will be difficult for related industries as well. But continuing in the mode of ignoring the norms and recommendations of the Ministry of Health is wrong. Human life is the most important thing.

We are currently developing a roadmap for the construction industry. In general, in Ukraine, it is often customary to rely on the best practices of European countries. For now, we will not take this into account, because the rate of spread of the disease, the degree of quarantine compliance are different. Strict compliance with all requirements and laws is important at every stage, in every industry,” he wrote.
