An anti-crisis bill to help businesses and citizens during quarantine has been submitted to the Verkhovna Rada by the anti-crisis group of people’s deputies, People’s Deputy from the Holos faction Yaroslav Zheleznyak reported on Facebook
Zheleznyak listed the main measures provided for in the bill, which was agreed upon by all factions and deputy groups in the Rada.
To support business:
- the norm on increasing limits for individual entrepreneurs will come into effect earlier;
- a moratorium on scheduled non-tax inspections will last until June 30;
- the issue of paying rent has been resolved if the tenant cannot use the property;
- an exemption from liability for violating the deadlines for submitting financial statements for the quarantine period plus 90 days has been introduced;
- exemption from fines and penalties and moratoriums on inspections for the Unified Social Security System, as well as the deadlines for filing complaints on taxes and the Unified Social Security System, have been extended until May 31;
- the organization of remote work and flexible schedules has been simplified;
- restrictions on providing state support to small and medium-sized businesses have been lifted;
- the Cabinet of Ministers and the National Bank have been instructed to urgently prepare a preferential credit program for enterprises to support payroll funds;
- the Cabinet of Ministers has been instructed to urgently prepare an economic program to overcome the crisis and support businesses.
To support medicine:
- VAT exemption for the turnover of medicines and medical devices to combat coronavirus;
- zero excise duty on alcohol for the production of disinfectants has been established, and administrative procedures for the production and purchase of such alcohol have been simplified;
- amounts sent by philanthropists to combat coronavirus will be exempt from income tax and can be included in the personal income tax deduction without restrictions;
- a number of restrictions for charitable organizations have been removed;
- local authorities are obliged to provide free round-the-clock transportation of doctors;
- the possible amount of additional payments to doctors and other workers working to eliminate the outbreak of the disease has been increased.
To support citizens:
- quarantine has been added to the grounds for partial unemployment benefits;
- the government will be able to control prices for goods necessary to combat coronavirus, sanctions for violating the established procedure have been increased;
- social assistance payments have been automatically extended for the quarantine period;
- banks are prohibited from raising interest rates on loans;
- loans taken before 2017 are temporarily exempted from fines and penalties;
- the judicial process has been adapted to the realities of the epidemic and quarantine;
- the Cabinet will be able to postpone the end and beginning of the school year;
- the Cabinet has been instructed to launch a system of emergency assistance to the population via a single toll-free telephone number.
To support communities and government agencies:
- a compromise was found on local budgets to cover the money not received from the introduced benefits for land and real estate;
- local authorities receive the right to provide tax discounts under the single tax for small and medium-sized businesses;
- authorities will be able to receive assistance in the form of goods to combat coronavirus;
- local authorities will be able to hold meetings online;
- accelerated procedures and reduced decision-making times for state bodies.
