The Ministry of Regional Development presented the draft law “On creating conditions for the introduction of comprehensive thermal modernization of buildings.”
The event was attended by First Deputy Minister Vasyl Lozynsky, People’s Deputy Ivan Yunakov, and international partners.
“The main goal of the bill is to improve regulation in the field of energy efficiency. Also, large-scale thermal modernization can directly affect the size of the “payment” of Ukrainians. After all, thanks to energy efficiency measures in buildings, energy resources are saved, and, therefore, the heating fee is directly reduced,” said Oleksiy Chernyshov.
The specified draft law was developed by the Ministry of Regional Development together with international partners, people’s deputies and experts in order to create institutional conditions for mass thermal modernization of buildings.
It provides for amendments to the Laws of Ukraine “On Energy Efficiency of Buildings”, “On the Energy Efficiency Fund” and some other Laws aimed at:
- adaptation of the mechanism for providing state support to the needs of co-owners of residential buildings;
- creation of an opportunity for the gradual implementation of deep thermal modernization projects (with the introduction of clear criteria for results in terms of energy efficiency indicators);
- introduction of a systematic approach in the formation and implementation of a policy to increase the energy efficiency of buildings in Ukraine;
- large-scale implementation of effective tools to reduce energy consumption in public buildings;
- creation of a data source on the number, characteristics and volumes of consumption of buildings in Ukraine, etc.
From May 26 to 28, online discussions of the draft law with the expert community were held on the Ministry of Regional Development platform.
