The consulting engineer must become a key figure in the reconstruction of Ukraine!
On November 21, 2025, a working meeting of the active members and partners of the Interstate Guild of Consulting Engineers was held in Kyiv.
The participants gathered to discuss the development of engineering activities and analyze practical tools for preventing corruption risks during the implementation of reconstruction projects in Ukraine. The event was opened by representatives of the Guild, FIDIC, the Ministry of Community and Territorial Development, and the Verkhovna Rada of Ukraine. In their speeches, they outlined the key challenges of the industry and the importance of professional engineering and consulting support.
The program was divided into three panels.
The first panel discussed the role of a consulting engineer, pricing approaches, and global practices.
The second panel dealt with qualification requirements and conditions for access to the engineering services market.
In the third, participants discussed international experience, the application of BIM technologies, market needs, and approaches to risk allocation in construction contracts.
“Ukraine is facing large-scale challenges and the quality of engineering solutions determines not only the pace, but also the safety and efficiency of restoration. Our task is to form a system in which technical supervision, expertise and engineering consulting services work harmoniously, professionally and in accordance with international standards.
“The reconstruction of Ukraine requires not only resources, but also specialists who can ensure that each project meets modern standards and the real needs of communities. It is the consulting engineer who should become the key figure in this process,” said Viktor Leshchynsky, a participant in the meeting, Doctor of Law, President of the National Union of Project Affairs (NUPA).
In his opinion, it is necessary to continue “working on strengthening the professional community, developing modern control mechanisms, and increasing trust in Ukrainian projects from international partners.”
The meeting concluded with an open discussion and summing up. The participants agreed on the need for further systematic work to strengthen and popularize the institution of consulting engineer in Ukraine and beyond.
