NEBAU transformed into NSPS

On November 13, 2025, the general meeting of the Public Organization “National Expert Construction Alliance of Ukraine” (NEBAU) was held in Kyiv, which actually outlined a new stage in the development of the design industry.

The organization announced a name change to the National Union of Project Affairs (NUPA) and approved a list of decisions that will affect standards, rules, and approaches to the reconstruction of Ukraine in the coming years.

The participants were presented with the results of NEBAU’s activities for 2021-2024. They show that during this time the Alliance has transformed from a professional platform into an influential analytical center in the field.

2021 – formation of a professional community, first international partnerships.

2022 – working in conditions of full-scale war, damage assessment methodology, temporary housing projects.

2023 – focus on transparency and anti-corruption expertise during reconstruction.

2024 – updating of building codes, development of the shelter register, international communications regarding investments.

According to the meeting participants, the previous years have been a period of formation of a professional institution that does not simply respond to challenges, but is capable of forming rules for the market.

For the next two years, the NSPS has identified 6 key areas of work. They cover both the regulatory sphere and the direction of technological innovations.

– New legislative initiatives and harmonization with international standards;

– Digitalization and implementation of BIM, AI, 3D technologies;

– Professional education and certification;

– Raising standards of integrity;

– Development of regional offices;

– Intensification of international participation and investment communication.

In fact, this is an effort to create a comprehensive system where design becomes not just a technical function, but part of the country’s strategic development.

The meeting unanimously supported the extension of the powers of NEBAU President Viktor Leshchynsky. The participants explained this decision by the need to maintain the continuity of the reform: from rebranding to the implementation of new membership rules and standards of activity.

In addition to the new brand, the members of the National Union of Design Affairs approved the updated version of the Charter, the provisions on membership and membership fees, and prepared documents for state registration. All these changes are designed to expand the role of the National Union of Design Affairs: from an expert platform to a structure that will participate in the standardization, self-regulation, and modernization of the design industry.

Representatives at the meeting emphasized that Ukrainian designers and engineers should be key players in the reconstruction of Ukraine. This requires not only specialists, but also institutions that will create responsible rules. Modern standards, a single professional policy, clear mechanisms for interaction with the state and international partners – all this should be formed within the industry. This is exactly the function that the National Union of Design Affairs plans to perform.

The decision of the NSPS meeting can be considered the start of an industry transformation. The union strives to become a center of competence for project work – with its own standards, transparent procedures and modern infrastructure for training and communications. During the period of reconstruction of Ukraine, this may become the key factor that will distinguish chaotic projects from systematic and truly professional work.

President of the National Union of Project Affairs, Doctor of Law Viktor Leshchynskyi noted during the meeting that the field of project activities in Ukraine needs strengthening and professional unification.

“We have held consultations with our European and American colleagues. The experience of Poland, Germany, the Baltic countries and others demonstrates that the development of quality construction is impossible without a strong professional association of designers. The Ukrainian community needs coordination, modern standards and protection of its rights.

Our specialists should receive decent pay for their work. Supporting Ukrainian specialists is not only a matter of economics, but also of strengthening the country’s professional potential.

“We strive to preserve and increase the professional potential of Ukrainian specialists, attract international experience and investments, but also develop our own design school. This will be our joint contribution to the restoration of Ukraine,” emphasized the President of the NSPS Viktor Leshchynsky.
