State supervision in the construction industry should be carried out only at the stage of commissioning of the facility
This was stated by the Prime Minister of Ukraine Denys Shmyhal during a meeting with participants in the construction market.
“It is necessary to separate the control function, discard licensing as unnecessary, remove control at the entrance and establish control only at the commissioning stage,” said Shmyhal.
According to him, it is necessary to quickly reform the construction industry in Ukraine and adopt the relevant draft laws, which have already been largely prepared today.
“Then the market will work differently, and construction will go faster, and we will be able to avoid illegal constructions. It is necessary to give everyone the same rules of the game. Because business is competition. And these rules are the task of the government — the Cabinet of Ministers and the Verkhovna Rada,” the Prime Minister said.
He recalled that the essence of the reform is to create three central government bodies, between which regulatory and supervisory functions will be distributed, instead of the State Architectural and Construction Inspectorate (SACI), which has excessive powers.
Shmyhal emphasized that European experience was taken into account when developing the reform of the construction industry and the State Architectural and Construction Inspectorate.
“Nowhere in Europe is there construction control at the entrance, there are urban planning conditions and restrictions for which someone is personally responsible,” he noted.
According to the Prime Minister, he also advocates the introduction of a system of insurance of risks for the customer, investor and contractor. In addition, the head of government supported the initiative to create a Temporary Investigative Commission of the Verkhovna Rada, which will investigate the facts of corruption in the State Architectural and Construction Inspectorate of Ukraine, and agreed with the proposal of market participants to create a working group that will jointly develop proposals for the draft law.
As Ukrinform reported, on March 13, 2020, the Cabinet of Ministers of Ukraine adopted draft resolutions on the liquidation of the State Architectural and Construction Inspectorate of Ukraine (SACI) and on the creation of separate bodies in its place, between which the functions of the SACI will be distributed. The resolutions entered into force on March 19, 2020.
