On March 24, the Cabinet of Ministers of Ukraine approved the Government’s priority action plan for 2021 (order No. 276-r)
The development of the construction industry involves a number of tasks that will be implemented by one or another ministry. We have analyzed this document and highlighted those issues that relate to our activities in one way or another.
The National Expert Construction Alliance of Ukraine began implementing some key areas of this plan last year. First of all, this concerns the digitalization of the expert industry.
We have developed two practical tools that expert organizations have been using since last year’s quarantine. This is a digital expert report with electronic signatures and seals of experts and digital protection of expert reports.
We also began to implement the Building Information Model (BIM) among design and expert organizations.
The Alliance’s plans for the current year largely coincide with the Government’s action plan. First of all, this is the further implementation of digital tools in construction expertise and the Building Information Model (BIM), increasing the criteria for the work of experts and expert organizations, self-regulation.
We also actively cooperate with the relevant Ministries, the Verkhovna Rada Committee, the expert community, public organizations on issues of reforming the State Agency for Construction and Housing, updating the outdated housing stock, and many others.
This year, the Government has ambitious plans in many areas of development, including those related to construction. In particular, we are talking about the further implementation of digital tools, legislative changes in the field of urban planning, standardization and technical regulation in construction, housing policy and improvement, etc.
The plans related to the construction industry are as follows:
- Introduction of European standards for the design, development and maintenance of highways, improvement of the quality of road pavement and justification of the choice of its type, in particular by gradually restoring the operational characteristics of the road network;
- Development of a draft resolution of the Cabinet of Ministers of Ukraine “On improving regulation in the field of urban development standards”;
- Transfer of national standards for pricing in construction to the status of estimated norms and standards;
- Completion of the procedures for the liquidation of the State Architectural and Construction Inspectorate of Ukraine, the State Urban Development Service of Ukraine, the State Urban Development Inspectorate of Ukraine and the creation of the State Inspectorate of Architecture and Urban Development of Ukraine;
- Approval of the Procedure for Maintaining the Unified State Electronic System in the Field of Construction, requirements for the content, structure and technical characteristics of an electronic document reflecting the results of control geodetic surveying of completed construction facilities, and amendments to some acts of the Cabinet of Ministers of Ukraine in order to ensure the functioning of the electronic system;
- Development and implementation of the information and telecommunications system “Single State Electronic System in the Field of Construction”;
- Development of a draft law on reforming state regulation in the field of urban development and ensuring effective architectural and construction control and supervision;
- Development of a draft Law of Ukraine “On the introduction of building information modeling (BIM technology) at all stages of the life cycle of objects and scientific and technical support of objects, improving the procedure for inspecting objects put into operation in accordance with the procedure established by law)”;
- Development of a new edition of the General Scheme of Planning of the Territory of Ukraine;
- Updating state building standards (DBN) using the best international experience, in particular the parametric method of standardization in construction;
- Development of draft resolutions of the Cabinet of Ministers of Ukraine necessary for the implementation of the Law of Ukraine “On the provision of construction products on the market”;
- Development of draft resolutions of the Cabinet of Ministers of Ukraine necessary for the implementation of the Law of Ukraine “On the provision of construction products on the market”, in particular the Procedure for issuing or refusing to issue a certificate of designation, expanding the scope of designation and canceling a certificate of designation;
- Development of an action plan for the development of technical regulation and regulatory support in construction;
- Development of a draft of a new version of the Law of Ukraine “On comprehensive reconstruction of quarters (microdistricts) of outdated housing stock” in order to improve the living conditions of residents, guarantees and protection of their rights of ownership and use of real estate located within the quarters (microdistricts) of outdated housing stock;
- Development of a draft Law of Ukraine “On assisting affected investors in completing problematic objects of unfinished housing construction”;
- Development of a draft Law of Ukraine “On protecting the rights of creditors of construction objects”;
- Creation of legislative prerequisites for reforming the field of forensic examination;
- Introduction of a remote qualified electronic signature service with storage of personal keys in the repository of the electronic trust services provider and using the mobile application of the Unified State Web Portal of Electronic Services “Portal Diya”;
- Development of a draft law on electronic identification and electronic trust services;
- Development of electronic interaction of state electronic information resources;
- Ensuring the establishment of electronic registers by creating a platform for building large master registers;
- Development of a draft law on bringing individual acts of Ukrainian legislation into line with the Law of Ukraine “On Public Electronic Registers”;
- Ensuring the development of electronic identification of individuals and legal entities in state information and telecommunications systems.
