What can market participants expect?” together with the Confederation of Builders of Ukraine, Viktor Leshchynsky, Deputy Minister of the Ministry of Regional Development Natalia Kozlovska, People’s Deputies Olena Shulyak, Hanna Bondar, Ivan Yunakov, Oleg Dunda, NGO “Together Against Corruption”, expert organizations discussed a number of global issues related to the work of the expert construction market.
Discussed:
- what should be the mechanism for depriving experts of certificates and accreditations, and for what exactly (in the context of amendments to the Resolution of the Cabinet of Ministers of Ukraine 554);
- sanctions for the activities of unscrupulous expert organizations, what to do with “gray” expertise;
- tools for changes regarding the problem of unfair competition through the Prozorro system and the work of expertise in e-construction.
The Executive Director of the National Expert Construction Alliance, Oleksandr Petushkov, spoke about the mechanisms developed by the Alliance that make it impossible for “gray” experts to work and produce and issue “gray” expert opinions. First of all, we are talking about an expert report in digital format, which is certified by the KEPs of experts and responsible executors. This is a simple mechanism that expert organizations are actively using during the pandemic, when almost everyone is forced to work remotely.
Oleksandr Petushkov also noted how important the work is, which is carried out jointly with the Ministry of Regional Development (Olexandr Chernyshov) by the public organization “Together against Corruption” (Oksana Velichko) and (Mykhailo Serebryakov). This is the beginning of a long and painstaking process of cleaning up the market. The Alliance and the expert organizations that make up its membership are actively cooperating on these issues.
It is also worth noting that the Alliance fully supports the position of the Deputy Minister of the Ministry of Regional Development, Natalia Kozlovskaya, on “smart regulation” in the expert market. We have been developing digital mechanisms for its transparent and effective operation for more than a year.
Over the past few months, a negative trend has been established in the procurement of design documentation expertise services, which consists in a significant reduction in prices by some expert organizations for their services, which are significantly lower than the cost of such services according to DSTU. This means the inadequate quality of such expertise and jeopardizes the reliability and safety of the operation of future facilities.Also, an equally important factor in this case is the loss of investors’ trust in Ukraine, because it is with investment funds that most infrastructure projects are implemented.
The Alliance is actively implementing professional quality criteria, in particular among expert organizations, namely the implementation of a quality management system according to the international standard ISO 9001:2015. This should become one of the defining criteria for the professionalism of tender participants.
We are confident that the cooperation established between government institutions, public organizations and the expert community will help restore order in the expert services market and eliminate most of the problematic issues.
