On August 12, at a meeting of the Government, a draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to Appendix 2 to the Procedure for Approval of Titles of Objects, the Construction of which is Carried Out with the Attraction of Budget Funds, Funds of State Enterprises, Institutions and Organizations, as Well as Loans Provided Under State Guarantees” was approved
The draft resolution was developed by the Ministry of Regional Development in order to bring the provisions of the Procedure into line with current legislation.
Financing of capital investments involving budget funds, funds of state enterprises, institutions and organizations, as well as loans provided under state guarantees, is carried out only if there are agreed and approved titles of objects, in particular, for the performance of design and survey works.
Currently, funds to cover the costs of maintaining the customer’s service and providing the services of a consulting engineer are provided for by the cost indicators of the line “Other costs” of the titles of construction objects.
However, in the case of drawing up a title only for the performance of design and survey works, there is no possibility of financing these costs at the pre-design stages and during design, since the title does not provide for such costs.
In order to provide such financing, the draft resolution proposes to supplement the cost indicators of the title for the performance of design and survey works for construction with the costs of maintaining the customer’s service and providing the services of a consulting engineer (in case of his involvement).
