The government has approved the Procedure for developing, updating, amending, and approving urban planning documentation at the local level. The corresponding draft resolution was approved at a government meeting.

From now on, communities can develop a new type of urban planning documentation – comprehensive spatial development plans for the community’s territory. At the same time, it is envisaged that urban planning documentation will be developed in electronic form.

This will ensure that the urban planning and State Land Cadastres are filled with data from urban planning documentation at the local level.

The following urban planning documentation will be approved at the local level:

  • comprehensive spatial development plans for the community territory;
  • master plans for settlements;
  • detailed plans for the territory within the relevant communities (both within and outside the settlements).

For settlements included in the List of Historical Settlements of Ukraine, the Procedure provides for the mandatory development of master plans, an integral part of which should be historical and architectural reference plans.

For the high-quality development of such master plans, it is important for developers to have access to current source data, in particular to the State Register of Immovable Monuments of Ukraine.
