The National Expert Construction Alliance of Ukraine, together with the All-Ukrainian Association of Local Government Bodies “Association of AHs”, held a webinar “Current Issues of AH Territory Planning” on October 7 for representatives of united territorial communities
The purpose of the event was to familiarize its participants with current changes to the regulatory framework in the field of spatial planning of community territories.
The main issues concerned the development of Comprehensive Spatial Development Plans for the Territories of United Territorial Communities. This is a new type of urban planning documentation, which has the status not only of urban planning, but also of land management documentation.
Each united territorial community, in order to develop harmoniously and consistently, will have to create such a Comprehensive Spatial Development Plan for itself, and of course, communities have a lot of questions about this.
At the beginning of the webinar, the President of the National Expert Construction Alliance of Ukraine, Viktor Leshchynsky, welcomed its participants. He spoke about the Alliance’s initiative, which involves creating a Consulting Center for Construction, Design and Expertise together with the Association of United Territorial Communities.
This is necessary to provide communities with assistance in developing urban planning documentation and other issues related to construction and architecture. “We will create an all-Ukrainian hub that will help communities develop their territories, learn from the experience of others, and receive free consultations from the best experts in the construction industry,” said Viktor Leshchynsky.
During the webinar, the participants were addressed by Alla Pleshkanovska, Doctor of Technical Sciences, Professor, Corresponding Member of the Ukrainian Academy of Architecture, Member of the Union of Architects and the Union of Urbanists of Ukraine, Certified Chief Project Architect, Director of the Private Enterprise “Institute of Urbanism”, Vitaliy Oksyukovsky, Honored Architect of Ukraine, Leading Expert of the National Expert and Construction Alliance of Ukraine, Serhiy Bilous, Representative of the State Enterprise “Ukrainian State Research Institute of Urban Design “DIPROMISTO”.
The meeting was moderated by Yevgeny Shapovalov, moderator of the sectoral platform “Economy and Investments” of the Association of AHs and Oleksandr Petushkov, executive director of the National Expert and Construction Alliance of Ukraine.
The speakers who participated in the webinar tried to fully disclose the topic and answer the maximum number of questions from the audience.
In particular, the topic was the place of the comprehensive plan for the spatial development of the AH territory in the general structure of urban planning documentation, its relationship with other types of local-level documentation, the specifics of the document, how to make this document not formal, but specific, unique for each community, the stages of development, the choice of the contractor and many other aspects.
During the webinar, many questions arose regarding the cost of the future Comprehensive Plan, because communities need to include its cost in the budget for the next year.
There were also questions about the need to create General Plans of individual settlements in connection with changes in legislation, the need for an expert examination of Comprehensive Plans, etc. The number of questions that have arisen and will continue to arise once again showed the relevance of the joint initiative of the Association of AHCs and the Alliance – to create a Consulting Center, on the basis of which communities will be able to receive answers to their questions.
