President of the National Expert Construction Alliance of Ukraine Viktor Leshchynsky joined the live broadcast of the Ukraina24 TV channel via Skype, which was dedicated to the recent explosion on a gas pipeline in the village of Chabany, Kyiv region
The blast wave, according to local residents, allegedly caused cracks in their homes.
Viktor Leshchynskyi notes that in the last few years we have observed at least four cases of explosions on gas pipelines throughout the country. This is probably due to outdated pipes that are on the balance sheet of Ukrtransgaz or the gas transportation system of Ukraine.
And their modernization should be handled by state enterprises. Namely, the construction of any structures near gas pipelines should be carried out in accordance with state sanitary standards.
“In fact, there are state sanitary standards according to which any real estate objects, including residential buildings, must be located no closer than 300 meters to central high-pressure gas pipelines. This distance is considered safe so that buildings do not collapse as a result of a possible blast wave. Currently, many objects are being built with a reduction in this sanitary standard. In this case, the following measures must be applied: concrete walls, fencing systems, which should provide protection in case of explosions,” says the president of NEBAU.
Viktor Leshchynskyi emphasized that such problems mainly occur due to neglect of sanitary standards when developing the General Plan of cities, towns and villages.
He also advised residents of affected buildings to contact specialists for a forensic construction and technical expertise, which will provide full conclusions on the violation of standards in a particular situation.
In particular, and what damage the man-made disaster caused to their buildings. And this document will become the basis for issuing an invoice for compensation for damages for the restoration of the relevant facility.
