The return of Ukrainians is a strategic task of the state!

Doctor of Law, President of the National Expert Construction Alliance of Ukraine (NEBAU) Viktor Leshchynskyi became a guest on the program “Personality with Serhiy Doyk”.

The discussion focused on the specifics of construction during the war, the legal aspects of using land for development, and why Ukraine still does not have a law on lobbying.

One of the main topics of conversation is the so-called “toilet schemes” in the field of urban planning. According to Viktor Leshchynsky, “the word “scheme” in the technical sense is absolutely correct. Once upon a time, in documentation for urban planning councils and senior officials, the terms “implementation scheme”, “implementation scheme”, etc. were used. However, later this word acquired a negative connotation due to its association with corrupt actions. That is why many now suspect that when we talk about “schemes”, it means something illegal and corrupt.”

As for the essence of the issue, as Viktor Leshchynsky explained, “toilet schemes” obviously mean a situation when a land plot is allocated for a certain object, for example, for a public toilet, but in reality something completely different is being built on this territory, for example, a multi-story building or a shopping center.

The program continued with discussions on construction safety, the need to adopt the Urban Planning Code, the prospects for housing renovation, and the challenges associated with the return of Ukrainians home after Ukraine’s victory.

Viktor Leshchynskyi drew attention to the exceptional importance of the single strategic document in the field of city construction – the Urban Planning Code. In his opinion, this document should systematize all key processes: from planning to building operation, including reconstruction, spatial development of the community, and infrastructure renewal.

And another topic that is quite relevant today. According to the Ministry of Unity, about 70% of Ukrainians are ready to work from home after the war ends. However, for this it is necessary to ensure not only military, but also energy, economic and infrastructural security. The “Secure Ukraine” doctrine provides for the allocation of 800 billion hryvnias, in particular for civil defense facilities, but even this is not enough.

“The return of Ukrainians is a strategic task for the state of Ukraine. The state should not just wait, but actively work with people, creating real conditions for them,” Viktor Leshchynskyi concluded. And he explained that, despite the huge risks, Ukrainian construction is receiving investments, and after the war there will be even more of them, so we need to train personnel today.
