The Ministry of Regional Development team reports on the achievements and results of work in priority areas and areas of activity over the six months of work of the Ministry of Community and Territorial Development of Ukraine headed by Oleksiy Chernyshov
As of today, a new territorial basis for the activities of government bodies has been formed, administrative centers have been determined at the basic level, and the territories of territorial communities have been approved.
This is of particular importance, as the previous structure did not comply with European standards of statehood, which are a priority for Ukraine.
Regional development. The State Strategy for Regional Development for 2021-2027 has been approved.
The implementation of 53 regional development projects has been ensured through EU sectoral support, and the implementation of projects within the framework of the Danube Cross-Border Program has been unblocked.
The Procedure for Using Funds Provided in the State Budget to Support Regional Policy and the Procedure for Conducting Competitive Selection of Regional Development Projects That Can Be Implemented at the Expense of the State Budget Funds Received from the European Union have been amended.
“The development and approval of the New State Strategy for Regional Development until 2027 is a significant achievement of the ministry, which will bring positive changes for the entire country,” Oleksiy Chernyshov is confident. “For the first time, we have applied new approaches to using the potential of regions in accordance with their goals and problem areas. Based on this approach, different types of functional territories were identified and development priorities for each region were specifically formulated, which in the process of achieving goals will allow us to direct state funding specifically to their implementation.”
The Ministry of Regional Development team and the Minister personally pay great attention to the implementation of the President’s program “Great Construction”, which aims to develop socio-economic infrastructure in all regions of Ukraine.
As of September 1, 2020, the construction of 113 facilities has been completed within the framework of the program, including 71 schools, 22 kindergartens, 19 sports facilities and 2 other areas throughout Ukraine.
The construction readiness of the “Great Construction” facilities in all regions is 70% and above. Every six months, the Minister of Community and Territorial Development visits the regions of Ukraine and personally checks the progress of the program implementation, having already visited about 100 facilities – schools, kindergartens, sports facilities, roads, reception offices.
On September 1, on Knowledge Day, Oleksiy Chernyshov opened two schools in the Donetsk region, rebuilt as part of the implementation of the “Great Construction”. The focus of the state’s attention is on the Eastern regions of the country, so the opening of schools in the Donetsk region is an example of consolidating efforts for the socio-economic development of territories, in particular, in ensuring high standards of the educational process in each school, regardless of its location.
The Ministry of Regional Development is reforming the system of state architectural and construction control and supervision, in particular, the State Urban Planning Service of Ukraine (Derzhservisbud) and the State Urban Planning Inspectorate of Ukraine (DIM) have been created, beta-testing of the first stage of the Unified Electronic System in the field of construction has begun, to which more than 900 authorized bodies have already been connected.
Housing and communal services and housing policy are in the area of constant attention of the ministry. In the field of housing and communal services, the Ministry of Regional Development, with the support of MFIs within the framework of implementing projects in the field of energy efficiency, district heating, water supply, sewage and reconstruction of public buildings, provided assistance to 31 settlements.
The Ministry of Regional Development implements policies in areas on which the development of the country and the well-being of each citizen largely depend, therefore it is constantly developing ways and solutions for their effective development.
“The dynamics and speed of movement demonstrated by the Ministry of Regional Development today are a guarantee of success and positive results in the development of the state in the coming period,” emphasizes Oleksiy Chernyshov.
The Ministry continues to stay on course for European integration: it has joined the EU Green Deal in terms of energy efficiency in buildings, district heating, and drinking water supply, and is preparing to sign Agreements with the European Investment Bank for the amount of 300 million euros for the thermal modernization of public buildings.
