The Annual Council of Construction Industry Experts was held

On February 27, at the initiative of the National Expert Construction Alliance of Ukraine, the Annual Council of Experts of the Construction Industry of Ukraine was held

The Council of Experts brought together heads of expert organizations that conduct expert assessments of construction projects, as well as people’s deputies of Ukraine, representatives of public organizations in the construction industry and other related areas, to discuss the most pressing problems in the industry.

The audience was addressed by the President of the National Expert Construction Alliance of Ukraine, Viktor Leshchynsky, who emphasized: “The fact that for the first time the heads of leading construction expertises, which account for 70% of the market, have gathered together to discuss the problems of the industry, speaks of readiness for reform.”

Oleksandr Aliksiychuk, Member of the Parliament of Ukraine, Chairman of the Subcommittee on Protection of Investments in Construction Facilities of the Committee on Organization of State Power, Local Self-Government, Regional Development and Urban Planning, noted in his speech that such meetings are very important, as they help shape the agenda of the industry.

“The parliament is open to initiatives from the professional community,” he noted.

The participants were also addressed by the Chairman of the Public Council under the Ministry of Development of Communities and Territories of Ukraine Pavlo Mykhailidi, who believes that self-regulation should replace state control, since in modern conditions the state regulation system is already ineffective.

The Head of the Kyivoblbudekspertyza Branch of the Kyivoblbudinvest State Enterprise, Volodymyr Ampilogov, gave an example of developed countries, where the personal responsibility of the expert is the main guarantee of the durability and safety of buildings. “In the USA and Germany there is no DABI, but the expert accompanies the project from beginning to end,” he said.

The Chairman of the Board of the Association of Construction Industry Experts, Ihor Vlasenko, emphasized that it is necessary to combat the phenomenon when someone “wants to trade in expert opinions, violating professional principles.”

With their speeches, the speakers outlined the general theme of the event, after which other participants of the Council of Experts actively joined the discussion.

The issues discussed concerned interaction between expert organizations of various forms of ownership, regulatory and legal support for expert activities, the establishment of the Supreme Council of Heads of Expert Organizations of Ukraine, the creation of an advisory center for designers, and other important issues.

In addition, two initiatives in the field of protecting the market of expert services and standardizing their quality were presented. One of them concerned the protection of expert opinions with a digital identifier based on the ScanDard system (presented by the head of the Scandard system integrator Mykhailo Kuka).

The second is the implementation of a quality management system for expert organizations, which was presented to the audience by the Director General of the Quality Development Center, Valentyna Berezan.

Based on the results of the event, a resolution will be prepared, as well as a number of appeals to the relevant Ministry and the Verkhovna Rada Committee.
