The next Supreme Council of Expert Organizations of the Construction Industry was held on February 23. It has already become a good tradition – to gather every year at the end of February at the InterContinental Kyiv hotel and discuss the most pressing issues of concern to the expert community.
The event was attended by representatives of expert organizations, public organizations whose activities are related to construction, and international institutions. We were also joined by people’s deputies of Ukraine, designers, architects, restorers, and all those who care about the fate of the industry and who work for its development.
During the event, we summed up the work for 2020 and exchanged views on the future of the industry. We also planned areas of activity for the current year.
The past year was eventful. We did a lot of work on the digitalization of the expert community. A few months ago, we received the first expert report in digital format, which minimizes time costs and makes it impossible to forge it. In general, the expert community has gradually begun to participate in self-regulation of the market. And this is very important, since a considerable number of expert organizations have appeared in recent years. Competing with each other, some maneuver and perform their duties in bad faith. And this needs to be influenced. The rules of work should be equal for everyone.
It is the Supreme Council of Experts that is trying to unite to improve the quality of the work of the expert examination, save budget funds and improve the quality of construction itself. So we are working for this, making changes to the legislative field.
The meeting also paid attention to the issues of implementing information technologies in construction (BIM — Building Information Model), raising the criteria of expert organizations and work in the market, corruption risks in the industry and ways to overcome them. An excellent presentation on the latest issues was made by the project manager of the NGO “Together against Corruption” Mykhailo Serebryakov.
They also talked about the practice of purchasing intellectual services in construction (Sviatoslav Abramov, executive director of the NGO “CoST Ukraine”).
The topic was also self-regulation of the industry, in particular the work of the initiative group for the development of self-regulation in Ukraine, headed by Pavlo Mikhailidi.
The presentation of Serhiy Rubalsky, director of LLC “Global Certificate” — a partner of the Alliance, concerned new challenges to the construction industry, in particular the Law “On the provision of construction products on the market”.
During the event, two Memorandums of Cooperation were signed.
The first was with the public organization “Together Against Corruption”, which was represented at the Verkhovna Rada by project manager Mykhailo Serebryakov.
The second Memorandum was signed with FIABCI-Ukraine, which was represented by Dmytro Kovganich, President of FIABCI-Ukraine.
By the way, on February 23, by a decision of the Board of Directors of FIABCI International, the Alliance’s membership in the International Federation of Real Estate Professionals and the World Council of Experts of FIABCI International was approved at the international level.
We have been cooperating with these esteemed organizations for some time and are confident that in the future, cooperation will only deepen.
All issues raised during the event, as well as the relevant decisions and initiatives regarding them, will be set out in a resolution that will be received not only by the participants of the event, but also by those representatives of the expert community who were unable to join us. The resolution will be submitted as an official document for the Alliance’s appeals to the executive and legislative bodies, as a tool for influencing the professional environment.
