President of the National Expert Construction Alliance of Ukraine Viktor Leshchynsky told in the program “Personality with Serhiy Doyko” how construction in Ukraine will change due to the war

Viktor Leshchynsky explained that currently the main construction norm in Ukraine is the need to provide basic shelter:

“In fact, the war with new norms will increase the cost of construction, the cost of a square meter. Currently, a direct norm has been issued, which indicates that every residential area, house must have a bomb shelter. The State Emergency Service now clearly controls this. So even educational institutions, kindergartens or schools cannot be opened if they are not provided with basic shelter.”

He also added that often shelters are arranged in parking lots, but such cannot satisfy the social needs of the population, the ventilation system cannot accommodate a large number of people, there is no heating there in winter. However, as a basic shelter from a direct hit of a shell or debris, a parking lot is suitable, but for a very short period of time.

“Elementary shelter is prescribed by regulations, but in fact there are no standards for it. However, there is such a position as elementary shelter. That is, without elementary shelters, where children and teachers can temporarily hide, these educational facilities should not function from September 1. This also applies to healthcare and cultural institutions. That is, we are already moving to the stage when Ukraine as a country must already live and recover from the position of human security,” the president of NEBAU concluded.
